Completing the Japan Arrival Card and Customs Declaration
What is the Japan Foreigner Arrival Record?
Upon arrival in Japan, you are required to submit the Japan Arrival Card (Foreigner Arrival Record) along with your passport to the immigration officer. This card must be completed upon arrival at the airport.
Documents Required for Entry into Japan
When entering Japan, you will need an Arrival Card (Foreigner Arrival Record) and a Customs Declaration (Declaration of Personal Effects and Mailed Goods).
Many people now register and enter through Visit Japan Web, but entry is still possible with paper forms.
How to Complete the Japan Arrival Card
Once you board your flight to Japan and it takes off, flight attendants will ask if you've completed Visit Japan Web and distribute the necessary forms. If you've already completed Visit Japan Web, you don't need to take one. If not, you should complete one.
The forms usually distributed on the plane include Korean, so there shouldn't be much difficulty in filling them out. When completing the forms, please write in English or Japanese.
English Surname English Given Name
Fill in as it appears in your passport.
Date of Birth
Write in the order of day, month, and year.
Nationality City of Departure Purpose of Visit
Check the box corresponding to your reason for visiting Japan.
Arrival Port Flight/Vessel Name
The flight or vessel number you took.
Planned Length of Stay in Japan
The duration of your stay in Japan.
Contact Information in Japan
You must write not only the phone number but also the name and address of your hotel or place of stay, along with the phone number. Be sure to write the hotel's name and address in English and Japanese!!!
Points to Note When Completing Paper Forms
The planned length of stay in Japan and contact information in Japan should be accurate. In my experience, these two items were almost always questioned during immigration. Especially if you are staying at a friend's house instead of a hotel, briefly explaining the relationship
will help.
"friend", "sister", etc.
When I stayed at a friend's house instead of a hotel, I wrote the regular house address and my friend's phone number. They asked who it was and what our relationship was. On my next entry, I briefly noted the relationship, and there were no questions. (Honestly, you can just answer them, but I hate being asked questions.)
Customs Declaration (Declaration of Personal Effects and Mailed Goods)
The Customs Declaration is also in Korean, so there shouldn't be any difficulty completing it. The content is very similar to the Arrival Card, but you'll just add your passport number and information about accompanying family members, then read the instructions at the bottom and check the boxes.
At Fukuoka Airport, they introduced a QR code system for the Customs Declaration. Initially, it was slow and took quite a while (there weren't many machines), so some people prepared both paper and Visit Japan Web and used whichever was faster. Now, there are more machines and more staff to help, so both paper and Visit Japan Web are processed at similar speeds. Just choose whichever you prefer and submit it.

I forgot to register with Visit Japan Web on my last trip, so I used the paper Arrival Card and Customs Declaration. The time it took to enter using the paper forms was no different from using Visit Japan Web.
While using the Visit Japan Web site through your smartphone offers convenience (after initial registration, you only need to log in), those unfamiliar with smartphones or who forget to do so beforehand can still enter Japan by completing the paper form provided on the plane.
